<p>The US Treasury Department published the budget balance report for December 2023.</p>
<p>Accordingly, the federal government&#8217;s budget deficit was calculated as 129 billion dollars in the third month of the 2024 fiscal year, which started on October 1, 2023 and will end on September 30, 2024.</p>
<p>The federal government had a budget deficit of $85 billion in December of the previous year. Thus, the budget deficit increased by 52 percent in December 2023 compared to the same month of the previous year.</p>
<p>The market expectation regarding the budget balance in this period was for a deficit of 65.3 billion dollars.</p>
<p>While the government&#8217;s revenues decreased by 6 percent to 429 billion dollars in December last year, its expenditures increased by 3 percent to 559 billion dollars.</p>
<p>21 percent increase in three-month budget deficit</p>
<p>As of December, the third month of the 2024 fiscal year in the country, the total budget deficit increased by 21 percent compared to the same period of the previous year, reaching 510 billion dollars.</p>
<p>The deficit in question was at the level of 421 billion dollars in the same period of the previous year.</p>
<p>Expenditures in the first 3 months of the fiscal year increased by 12 percent compared to the same period of the previous year, reaching 1.6 trillion dollars, and revenues increased by approximately 8 percent to 1.1 billion dollars.</p>
<p>The US budget deficit increased by 23 percent in the 2023 fiscal year compared to the previous year, reaching 1.7 trillion dollars.</p>

<p>IZYUM, Ukraine — Newly 16, she likes to walk alone, hands shoved in pockets, music loud in her ears, for mile after mile.</p>
<p>If Kate Kobets walks far enough, she can escape into her own world. It is a place where her childhood hasn’t been destroyed — her home loud with war, her soldier stepfather locked away as a Russian prisoner of war, she and her mom confined to a bomb shelter for much of the year after she turned 14.</p>
<p>She is part of a generation of Ukrainian teenagers living through a conflict entering its third year with no end in sight. Raised during a pandemic — then through gunfire and bloodshed — Kate, like many of her peers, is unsure what it means for her future. She knows she is luckier than some of her friends — who have lost their homes or even their lives. Still, it is difficult to make sense of it all.</p>
<p>Kate feels frozen, she said in interviews during three days of visits to her home, her life suspended when Russia invaded her country in February 2022, then overtook her city a month later — a brutal occupation that lasted half a year. Kate’s mom didn’t want to split their family up. By the time they decided to evacuate, it was too late.</p>
<p>Kate was there as 80 percent of Izyum was razed, as more than 1,000 of her neighbors were killed. She was there when the city — an important transportation hub in eastern Ukraine with a preinvasion population of about 45,000 — was liberated in September 2022.</p>
<p>Her classes are still online. Her friends are displaced. Her crush is in a different country. Her beloved woods contain mines and at least one mass grave. Still, she thought that 16 would be different — more freedom, more maturity. But her birthday came and went on Dec. 4, and now, it is just more of the same.</p>
<p>“I thought, ‘Wow, cool. I will be so grown up,’” Kate said. “And I feel like a 10-year-old child.”</p>
<p>Nearly every day, she walks — remembering what her life was, escaping what it has become — until her legs ache and her mind goes blank.</p>
<p><strong>Remembering</strong></p>
<p>Strolling Izyum’s downtown, Kate walked through her memories.</p>
<p>The city changed, but the streets stayed the same, and she finds comfort in them. It was late December, and she walked with slow, sure steps — as if she could go unseen — in a donated women’s parka she has yet to grow into. Red hair poked from beneath her beanie, her cheeks a sandstorm of light freckles.</p>
<p>She stopped at each crosswalk — looking back and forth, back and forth — as military vehicles roared by, exhaling black smoke.</p>
<p>She walked by her old school, the red and white brick crumpled, the roof open to the sky. In the winter, Kate remembered, students used to pour an ice rink out front. Once, a girl slipped and broke her arm — back then, big news.</p>
<p>“It seems as if I will wake up in the morning … and everything will be as before,” Kate said.</p>
<p>Past the schoolyard, she cut through the city’s main park — shorn of trees, the fountain at its center dark. This was where her parents met and fell in love at 19. They were just three years older than she is now, but Kate could not yet imagine a love like that. Her parents divorced when she was 7 — what she thought then would be her hardest year.</p>
<p>Kate used to spend a lot of time at the park. Picnicking on the grass with Kira and Nastya in the summer — cold lemonade, mushroom sandwiches. Borrowing Olya’s skates to zip around the main square, rolling so fast it felt like she was flying.</p>
<p>Now, only Kira is left. “Promise always that we will be together,” she wrote in Kate’s birthday card that month, stamping her hand in red paint on the front.</p>
<p>With the card, she gifted Kate a friendship bracelet with beads of pastel shells.</p>
<p>Kate walked down a long street to the Donets River. The girls once celebrated the end of summer here, diving into the cool water, their clothes dripping wet. At Nastya’s house, they used a hair dryer on Kate’s outfit to hide the evidence. Her mother — who had forbidden Kate to swim — never found out.</p>
<p>That was before Nastya moved to Russia with her family.</p>
<p>Kate walked to the next road, then stopped abruptly, her face like another collapsed building.</p>
<p>Olya — killed in a shelling at 14 — once lived down there.</p>

<p>Tivat Airport has been classified 4D by ICAO airspace class D and is notable for its difficult approach and landing procedures. Landing in Tivat is considered challenging due to the rugged terrain surrounding the valley where the airport is located and the strong crosswinds prevailing. The runway 32 approach requires a descent into the Tivatsko polje valley and a 20° turn for runway alignment just before landing. The Runway 14 approach is even more difficult due to the flat-to-land maneuvering performed in the dramatic landscape surrounding the Bay of Kotor. It is known among pilots as the Kai Tak of Europe due to its difficult approach and landing procedures and is also comparable to Madeira Airport. <p>Storm Eunice has claimed the lives of at least five people on mainland Europe, after it whipped through the UK and Ireland on Friday, bringing chaos to millions.</p>
<p>From England, the record-breaking gales have begun moving across the continent, hitting Belgium, the Netherlands and parts of northern France, and are expected to reach Denmark and Germany on Friday evening.</p>
<p>Dutch authorities issued a red weather warning and hundreds of flights were cancelled, while trains were halted on Friday afternoon. Four people were reported to have been killed after being hit by falling trees. Pieces of the roof of the ADO The Hague football club stadium were blown off, authorities said.</p>
<p>A 79-year-old British man died in the Belgian town of Ypres after being pushed from his boat by the strong winds, according to Reuters. Belgian authorities had appealed to citizens only to venture out in an emergency, while in the northern French province of Brittany, four-metre high waves were reported and rail travel was curtailed.</p>
<p>In Denmark, trains were ordered to reduce speed and bridges and roads have been closed in preparation for record winds.</p>
<p>In Germany, where the storm has been named Zeynep by meteorologists, it is expected to reach speeds of up to 160km (100 miles) an hour and to last into the early hours of Saturday morning. In addition, a thunderstorm is expected to develop within the storm, meteorologists said. The country, along with neighbouring Poland and the Czech Republic, is still reeling from storm Ylenia, which hit on Wednesday night, uprooting trees, overturning lorries and causing three deaths in Germany, including that of a 37-year-old man whose car was hit by a tree.</p>
<p>Deutsche Bahn, the national train operator, cancelled regional and long-distance trains, as emergency services in parts of northern and western Germany, including North Rhine Westphalia, Berlin, Brandenburg and Hamburg, were put on high alert. A spokesperson for DB described the weather warnings as “severe” and urged travellers to delay their journeys, promising that the validity of their tickets would be extended.</p>
<p>The German meteorological service (DWD) declared a level three storm warning for the whole country, and highest level four warning for the entire 1,300km (808 mile)-long North Sea coast. On the North Sea islands, winds were expected to reach speeds as high as 170km (105 miles) an hour.</p>
<p>The carmaker Volkswagen was one of many factories to close its works in the North Sea coastal town of Emden on Friday afternoon, cancelling both the late and night shifts in anticipation of the storm.</p>
<p>DWD called the storms “life threatening” due mainly to flying objects such as falling trees. People were urged to close doors and windows and to secure all movable objects including garden furniture, bikes and portable bins.</p>
<p>DWD has predicted widespread flooding in the coming days, particularly in the port cities of Cuxhaven and Hamburg, which was also badly hit by Wednesday’s storm. Authorities said they were braced for water levels to rise three metres above their usual height and put officials on standby to observe all dykes in the region.</p>

Ein Experte meldete bereits Zweifel an. Bundeskanzler Karl Nehammer (ÖVP) hält trotz allem daran fest: „Die Impfpflicht wird kommen“, sagt er, denn die Impfung schütze vor Spitalsaufenthalten.</p>
<p>Wer sich davon überzeugen will, wie umstritten die geplante Einführung der Corona-Impfpflicht ist, muss eigentlich nur die Website des Parlaments aufrufen. Sonst eher etwas für politische Feinspitze, stößt selbst die schlichte Seite ob der Impfpflicht-Debatte an ihre Kapazitätsgrenzen: Mehr als 75.000 Stellungnahmen wurden bislang zum Gesetzesentwurf dafür abgegeben, so viele wie noch nie. Selbst umstrittene Vorhaben werden normalerweise nur durch ein paar hundert Stellungnahmen kommentiert.</p>
<p>Die Impfpflicht wird kommen, alle Experten sind sich über die hohe Schutzwirkung auch gegen Omikron und Hospitalisierungen einig. <strong>Bundeskanzler Karl Nehammer</strong></p>
<p><strong>Allein:</strong> Unter den Institutionen wird die Impfpflicht im Begutachtungsverfahren durchaus goutiert. So schreibt etwa das für Ethik-Fragen in der Medizin zuständige Institut der Uni Wien, dass am Vorhaben „keine Kritik zu üben“ sei, „sofern dies als Ultima Ratio für die Abwehr der von der Pandemie ausgehenden Gefahr für die öffentliche Gesundheit geboten ist“. 										<content:encoded><![CDATA[<p><strong>KANSAS CITY METRO SURPASSES 250K CASES SINCE PANDEMIC’S START</strong></p>
<p>As the average of new COVID-19 cases reached a record high on Tuesday, the region has now seen more than a quarter of a million total cases since the pandemic began.</p>
<p>On Tuesday, the seven-day average hit 2,100 per day, according to data maintained by The Star. Officials in the area — which includes Kansas City and Jackson, Platte, Clay, Wyandotte and Johnson counties — have reported 14,839 new cases within the past week, bringing the full tally to 252,126 since the start of the public health crisis.</p>
<p>Forty more people have also died within the past week, The Star reported. The death toll for the area currently stands at 3,429.</p>
<p><strong>CHILDREN’S MERCY SEES NEW HIGH OF COVID-19 PATIENTS</strong></p>
<p>Children’s Mercy reported that 27 kids were hospitalized with COVID-19 as of Tuesday, the highest child patient load the hospital has seen since the start of the pandemic.</p>
<p>Cases across the area and the nation have been largely driven by the omicron variant. Dr. Angela Myers, the Infectious Diseases Division director at Children’s Mercy, said that because of how highly contagious omicron is, more people overall will become hospitalized “even if it causes less severe disease overall.”</p>
<p>Medical experts recommend eligible children get the vaccine to prevent getting COVID-19. Children under 12 are still ineligible for a booster shot, while those younger than 5 currently can’t get vaccinated against COVID-19 at all. For this reason, Myers recommends a variety of safety measures to keep kids from being infected.</p>
<p>“Encouraging your kid to wear a mask, even if it’s not required in school, I think is really critical,” she said. “[So is] washing your hands frequently, sneezing and coughing in your elbow, staying home when you’re sick, [and] getting tested if you have symptoms, even if your symptoms are mild.” (The Kansas City Star)</p>

Это контролируемая государством система, предназначенная для создания квалифицированного профессионального класса для социально-экономических институтов страны.</p>
<p><strong>Реформа</strong></p>
<p>В соответствии с законом об унификации образования, который был ратифицирован в 1924 году, все школы были отнесены в ведение Министерства образования. На Министерство образования были возложены задачи реализации современных подходов обучения и повышения уровня образования путем открытия начальных и средних школ и других институтов и различных курсов. Сегодня Министерство также выполняет эти функции, разрабатывает соответствующие нормы и правила, организует образовательные школы для детей школьного возраста, которые нуждаются в специальном уходе.</p>
<p>Обязательное образование в Турции длится 12 лет. Начальное и среднее образование финансируется государством и бесплатно в государственных школах в возрасте от 6 до 18 лет, и в 2001 году охват детей в этом возрасте составлял почти 100%. Среднее или старшее школьное образование не обязательно, но необходимо для поступления в университеты. К 2011 году в Турции насчитывалось 166 университетов[3].
